Private mailbox address formatter

Where the rule comes from
The addressing standards are the Postal Service's own: Publication 28, Postal Addressing Standards covers the delivery address line and the abbreviations, and Domestic Mail Manual 508 covers mail delivered through an agent. Both are free to read and unusually clear for regulatory text.
