This is a comparison of the states people actually pick, on the questions that turn out to matter, with a link to the agency that decides each one. Rates and rules change; the agency is the source of truth.

Five questions that beat the tax rate
People pick a domicile from a list of states with no income tax and then discover the parts that actually govern the year.
Inspection and emissions programmes assume the vehicle appears in the state once a year. If yours will not, that single line matters more than the income tax rate.
Marketplace plans are county-rated and networks are local. A domicile in a state you never visit can leave you with a plan that only covers emergencies wherever you actually are.
Vehicle insurers rate on garaging location. Some will not write against a commercial mail receiving agency address at all, and finding that out after you have moved your licence is painful.
Some states are notably aggressive about taxpayers who claim to have left. Domicile turns on intent evidenced by facts, so keep the paper: the licence, the registration, the voter record, the day counts.
Entity formation and personal domicile are different questions with different answers. Wyoming and Delaware are common for the first and rare for the second.
